Abstract

The importance of the management of waste agricultural biomass is highlighted and a generic methodology for the development of policy framework in the promotion of waste agricultural biomass to energy conversions is presented. A stepwise process covering data collection and review, policy drivers, policy recommendations and policy coherence, with monitoring and continuous improvements is proposed. It is concluded that the establishment of a sound policy framework would enhance the benefits of the sector development, particularly contributing to the achievement of national development targets in general.
