The objective of a firm is to maximize wealth for stakeholders and to manage the relationship between leadership and technology, which is the key to developing and increasing organization efficiency. While balanced scorecards are used in many corporations to evaluate performance, Information and Communication Technology (ICT) is widely used in organizations to increase competitive advantage and differentiate from competitors. This research provides factors which enable organizations to understand the importance of ICT and best utilize it to support their business. Therefore, organizational culture and leadership are the primary focal points of this research. A questionnaire was developed to collect information about the relationship among culture, leadership, ICT and organization efficiency. This research adopts multiple linear regressions as a statistical tool to analyse the collected data. The results shown that culture and leadership have no direct impact on ICT, but ICT impacts organization efficiency.
